Engineering Lead, RLT CN

Strategy:

• Manage and execute projects in alignment with key local and global stakeholders and ensure projects on site are developed through their various stages of scope, definition, approval, and implementation
• Responsible for the management/execution of all site investment projects according to asset life cycle management and project schedules, time, cost, functionality, and quality

• Execute projects according to life cycle costs and project schedules.
• Ensure state of the art technical solutions according compliance standards and HSE regulations including radioprotection regulations
• Responsible to develop / maintain Engineering site strategy plan (Capex Plan, recapitalization of equipment, budgeting, etc.) and oversight of its implementation.
• Responsible for the technical availability, reliability, and condition of the production plants.
• Define and implement maintenance strategy, program, and budget
• Lead sharing and leveraging of best practices and expertise within the Novartis engineering community
• Lead the implementation of technology strategy and the approved equipment standards and project execution standards
• Apply initiatives and strategies from global improvement programs and engineering standards and push and support roll out and implementation.

People & Organization

• Be available, accountable, decisive, honest and trustworthy to a group of subordinate specialists
• Plan resources for maintenance / calibration - Monitor and control backlogs of maintenance / calibration work orders - Select vendor / contractor
• Objective setting / PMP for Engineering department
• Ensure availability of competent, high performing people and develop the talent pool
• Ensure technical training of Engineering personnel: training curricula, training execution
• Develop and maintain job descriptions of Engineering personnel
• Own the Training Curriculum for own Job Profile and direct reports
•  Implement sharing and leveraging of best practices and expertise
• Inspection readiness of Engineering department

Quality & Compliance

• Support internal and external audits
• Ensure Compliance with Quality Manual/ Quality Modules/ GOPs.
• Implement standards
• Implement GOPs and Standards
• If needed, create site specific SOPs & templates

Maintenance & Calibration:

• Drive/ improve technical availability, reliability, and condition of assets
• Develop, monitor and improve KPI for engineering
• Establish cost efficient repair and maintenance processes in compliance with local regulations, HSE, GMP
• Define and execute asset strategy and proper asset lifecycle management
• Manage maintenance improvement projects and initiatives
• Create and control maintenance/ calibration budget, drive efficiencies

Vendor & Contractor Management:

• Develop contractual strategy and framework to manage vendors/ contractors and corresponding contracts
• Establish vendor / contractor / service providers contracts

Project Engineering & Control:

• Manage investment budget & project portfolio for region
• Lead investment review committees for Plant
• Develop project execution strategy and execute investment projects according to customer needs (costs, schedule, functionality, quality)

Technical Services Operations:

• Drive/ improve Technical Services (infrastructure, utilities), availability, reliability

System & Tools:

• Manage, coordinate of centrally shared systems/ databases and provide professional infrastructure for design, installation, qualification and lifecycle management of facilities and equipment
• Act as system owner for system assigned
• Ownership of ALCM system and related business processes (SOPs, WPs)
• Definition/ setup/ maintenance of service catalogues
• Ensure the availability, support and maintenance of engineering systems and tools
• Ensure system is validated and kept in a validated state
